Yes! And to quote from The Dukan Diet Life Plan book:

"Minced beef is allowed, but make sure that the content does not exceed 10%, as 15% fat is too rich for the Attack period."

This means that not only can you have mince from the Attack phase but it can even be slightly more than the usual 5% fat - up to 10% fat.
